Circle Receives License in France

Circle, a leading financial technology firm known for issuing USDC, has successfully obtained conditional registration as a Digital Asset Service Provider (DASP) from the French Financial Markets Authority.

To support its operations in France, the company has appointed Coralie Billmann, a well-respected figure in the payments industry, as its leader for licensed operations in the country.

However, the company must still fulfill certain requirements, such as obtaining a payment services provider (PSP) license or being an agent of a PSP, in order to proceed with its operations.

To meet this requirement, Circle has applied for an Electronic Money Institution license.

Billmann, with her extensive background in launching payment activities for 3S Money Club in Europe and serving as EMEA Treasurer at PayPal for nine years, is well-suited for her newly appointed role.

Her strong expertise in compliance and finance is expected to play a vital role in ensuring that Circle’s products and services comply with the Markets in Crypto-Assets (MiCA) regulations and are eligible for passportability in the European Union.
